    "content": "Mr. Speaker, Sir, I thank the hon. Member for that question. Indeed, there is a need to approach the whole issue of the Constitution in a holistic manner. The hon. Chairman of the Departmental Committee on Administration of Justice and Legal Affairs has already tabled a report in this House, although as we are all aware, it is in the public domain that discussions are going on. In that report, you will realise that the question of provincial boundaries has also something to do with the Constitution. I agree entirely with the hon. Member that we need to approach this issue as a whole. Mr. Speaker, Sir, my prayer is that when both sides of the House agree outside this House, we will come and make the changes that we need to make."
