    "content": "Order! I think this House should never work in vain. I think we should never act in vain as a House. When a Minister asks me to allow him or her to make a Ministerial Statement in response to a complaint by the House, it must be something that is actually positive or possible. Now, I understand the exasperation of hon. Members. The Government of the Republic of Kenya is run through a Cabinet comprising of Ministers and headed by the President. I understand that, that arrangement was in place when Mr. Michuki was the Minister for Transport and Communications. As I understand it, that arrangement has not changed since hon. Mwakwere became the Minister for Transport. 386 PARLIAMENTARY DEBATES April 4, 2007 I thought that the Kenya Police are there to enforce the law irrespective of which Ministry they fall under. The law must be enforced by the police irrespective of whether it is the Ministry of State for Administration and National Security, the Ministry of Trade and Industry, the Ministry of Gender, Sports, Culture and Social Services and so on. So, Mr. Minister, unless you are saying that the police do not listen to you, then be straightforward."
