    "content": "Mr. Speaker, Sir, gender applies to both sexes. Mr. Speaker, Sir, you realise that the Government has been claiming that the economy has improved. One of the major areas to be given priority is education. A big chunk of our Budget is given to the Ministry of Education. However, there is also a big chunk of money returned to the Treasury by Ministries. This is done because of non-expenditure. Could the Assistant Minister tell us how much money has not been utilised and is available to his Ministry? We can use this money to give bursaries to these students."
