    "content": "Mr. Temporary Deputy Speaker, Sir, the former Minister for Education has a right to speak in this House. It is my democratic right. You cannot gag me just because I was a Minister for Education. It is about time we employed teachers for both primary and secondary schools. When we talk about free secondary education, we are serious. There are one million students in secondary schools in this country. If, today, we said that school fees is, on average Kshs20,000, for the one million students in secondary school, we are talking about Kshs20 billion. We have to start somewhere. The biggest problem that parents face in this country is the payment of school fees. Let us face it. This is a fact and it is true. We can alleviate this problem. I am putting a figure of Kshs20,000, although I do not believe that it costs that amount to run secondary school education in this country. It is much less. So, the programme is feasible. Mr. Temporary Deputy Speaker, Sir, if this Government is not prepared to introduce free secondary education now, 124 PARLIAMENTARY DEBATES March 27, 2007 next year, Kenyans will have it courtesy of the Orange Democratic Movement Government."
