    "content": ". There are many districts that have now been created, but you will find that the former districts were even closer to the people before than the new ones. You cannot say that you are bringing administration closer to people when you are asking them to go further than they are doing at the moment. In most cases, you will find that the district headquarters has been relocated to another area. For some people to get there, they have to use three or four matatus while before they only used one. If, for example, here in Nairobi, you ask the people from Westlands, who have been coming to the Provincial Commissioner's Office, to go to Kikuyu in Dagoretti, who will really go there?
