    "content": " Thank you, Mr. Temporary March 27, 2007 PARLIAMENTARY DEBATES 145 Deputy Speaker, Sir, for this opportunity to contribute to the President's Speech. Mr. Temporary Deputy Speaker, Sir, may I begin by thanking the President for exposing the programmes of the Government and the achievements that have been realised in the last four years. Mr. Temporary Deputy Speaker, Sir, first of all, I would like to say the President's Speech was not a campaign speech. This is because all the statistics that are contained in the Speech are nothing but the truth and the true position of the Kenyan economy. As hon. Members, it is important that we appreciate the fact that Kenya is not where it was four years ago. We may have our own political differences and ambitions, but we need to appreciate that Kenya has moved a step further. Today, we are talking about all the sectors of the economy participating in economic productivity. Mr. Temporary Deputy Speaker, Sir, if you look at the agricultural sector, today, farmers have an opportunity to live a productive life. It might not be 100 per cent, but they have that opportunity. I know when the economy of Kenya improves, people who rely on hand-outs have problems. That is why they do not recognise that this economy has, indeed, improved. Mr. Temporary Deputy Speaker, Sir, if not all, then three-quarters of districts have road projects going on. Every constituency has at least not less than three to four electricity projects going on. I thought that hon. Members would appreciate that, that is a contribution to the lives of Kenyans."
