    "content": " Mr. Deputy Speaker, Sir, I will start with what is happening with the Public Service. There are quite a number of reforms that are taking place. Last year, we introduced the performance contracts for all our officers. That means that this Government is prepared to give Kenyans quality services. Indeed, I have to take this opportunity to apologise to hon. M.Y. Haji who is disappointed because his letters were not responded to. In accordance with service charters which we have released to all Ministries, letters are supposed to be responded to within seven days. Since he tabled those letters, I will investigate further to check which Permanent Secretary did not respond to them."
