    "content": "Mr. Speaker, Sir, there are a number of issues and cause features that are coming up or being introduced now, which are actually part of the Constitution. We have the issue of creating new districts. In the Draft Constitution that we have, there is a clear formula on how these districts are supposed to be created. Then this Government which was loud in criticising the previous Government for illegally creating districts is doing exactly the same thing that Mr. Michuki went to court against and managed to get a court ruling."
