When Nyando District was hived off from the former Kisumu District, the then PC was very influential. He happened to have come from the area. Is the Assistant Minister aware that, that PC, who has now retired wanted to create a constituency for himself and, therefore, influenced this arrangement? This is because majority of the people in that area did not request to be administered from Kisumu District. That was influenced by the former PC. Is the Assistant Minister aware that, that was what happened?"
