    "content": " Mr. Speaker, Sir, I beg to reply. (a) Prior to 1996, KCC Ltd operated both as a company under the Companies Act, and a co-operative under the Co-operatives Societies Act. The KCC Ltd was placed under receivership by the Kenya Commercial Bank (KCB) in 1999. Thereafter, the receiver manager sold it to KCC 4266 PARLIAMENTARY DEBATES December 7, 2006 2000 and KCC Holdings Ltd. The information that I have is that the receiver manager was unable to raise enough funds from the sale of the business to be able to meet all its liabilities, including employees dues. It is for that reason that the employees were paid only a sum of Kshs40,000. Since the receiver manager was not appointed by my Ministry, I am unable to provide any more details."
