"content": "Mr. Speaker, Sir, the Assistant Minister is, of course, not being very honest to the House by not disclosing fully that there is what they call Bill No.1 which has inflated the total cost of that project. It was not necessary to bring in new duty-free vehicles to supervise the work which is being done a few metres away from the Ministry's Headquarters. It is true it is an experiment with concreting. However, there is no reason why it should cost that much. Mr. Speaker, Sir, the question I want to ask the Assistant Minister is this. The cement 4268 PARLIAMENTARY DEBATES December 7, 2006 manufacturing companies had agreed to offer cement gratis for this experiment which would have reduced the cost of that construction. Despite that, the work is more than one year behind schedule. Mr. Speaker, Sir, could the Assistant Minister tell the House why, inspite of the cement manufacturers supplying cement gratis, the project is behind schedule and it is over-priced? Why is this so?"
