    "content": "Mr. Speaker, Sir, the House needs to know what the Government policy is in issuing title deeds. Recently, I saw the Ministry subjecting the President to a painful act of issuing title deeds personally. In my constituency, the land adjudication exercise was carried out a long time ago. However, title deeds have not been issued. Could the Assistant Minister tell this House what the Government's policy is regarding the issuance of title deeds, and when the December 7, 2006 PARLIAMENTARY DEBATES 4271 President will come to my constituency to issue the title deeds?"
