However, if I am able to pay and the bank or financial institution arbitrarily increases the interest rates or charges without the approval of the Minister, who will control them? A person accountable to the people of Kenya, a Minister in this case, should have power to control these outrageous increases in interest rates and bank charges. That is the mischief we want to address in this clause."
