    "content": "Mr. Temporary Deputy Chairman, Sir, in a liberalised market, the responsibility of the Government is to regulate. Without that, there is no need of having a Government at all. If the Government wants to be forced by the IMF and World Bank to do things in the interests of those institutions rather than for the interest of the people of this country, there is no need for a Government. This is the first time I am seeing a Minister refusing to have powers."
