    "content": "On a point of order, Mr. Temporary Deputy Chairman, Sir. We are voting on a fairly important clause in a Memorandum by His Excellency the President. So, it is important for the Chair to guide hon. Members, so that we know exactly what it is that we are voting for. To make it easy, either we vote for the amendment proposed by the Member for Gachoka, which is that this amendment proposed by His Excellency the President be deleted. Alternatively, you make it clear that those who want Section 44 of the Banking Act to remain, namely those who are rejecting the proposal by His Excellency the President, should vote in a particular manner, so that we are completely clear on the way we are voting. The easiest way is to vote on the amendment by hon. J. Nyagah."
