    "content": "Mr. Speaker, Sir, be that as it may--- That is precisely why I am saying that this House should lead the way. It is this House that Section 13(1) vests the authority to approve the money. But before we exercise that authority, I am saying that we should do a lot of soul- searching, so that we can, as a Republic and a country, rationalise the salaries of all public servants. Mr. Speaker, Sir, I am sorry to say that we are not justified to approve these salaries, unless we bring it as a package for all public servants. With those few remarks, I beg to oppose."
