"content": " Mr. Speaker, Sir, let us learn to give credit where it belongs. This Government has performed extremely well this year. The infrastructure was in tatters. But when you travel around the country today, there are machines and bulldozers working all over the place. Our health services were not worth writing about. Mr. Speaker, Sir, but, today, when you go around in the rural areas, you will find that the dispensaries, health centres and other places have drugs, nurses and clinical officers. We have not reached where we want to reach. But, with determination, working together, respect for one another and tolerance, we will give our people the service that they require. We know that 65 per cent of this country's population is made up by the youth. Today, we are preparing a mechanism where we can economically empower the youth with a Fund of Kshs1 billion. Rather than creating misunderstandings between one another, let us join hands, so that we can find how we can help our youth to utilise the money that is available. With those few remarks, I beg to move."
