    "content": "Mr. Temporary Deputy Speaker, Sir, I beg to ask the Minister of State for Public Service, the following Question by Private Notice. (a) Is the Minister aware that on 30th November, 2006, Mr. Gerald Otieno Kopiyo and 4158 Captain (Rtd) Charles Masinde were driven in a Government vehicle, Registration Number GK 689H, to the Registrar of Societies to file and execute an alleged change of leadership in FORD(K)? (b) Could the Minister inform the House to which officer this vehicle is assigned and state how the two individuals, who are not public servants, acquired the use of a Government vehicle? (c) Could the Minister further state whether this does not amount to abuse of office by the officer who released the vehicle, contrary to the provisions of the Public Officer Ethics Act? (d) What disciplinary measures is the Minister taking against the officer concerned?"
