    "content": "to ask the Minister for Justice and Constitutional Affairs:- (a) Is the Minister aware that Microhouse.Net Limited entered into a contract with the YES Secretariat on 1st November, 2005 for the supply, installation and implementation of a referendum management system and Short Message Service (SMS) communication gateway for a contractual sum of Kshs7,650,000 and that to-date an amount of Kshs4,650,000 has not been paid as agreed in the contract? (b) If the answer to (a) above is in the affirmative, when will Microhouse.Net Limited be paid the outstanding amount because the delay has threatened to kick them out of business through a pending proclamation of their equipment by auctioneers?"
