However, on the on-going contract for gravelling, it was awarded at a tender price of Kshs123 million. The Kshs100 million allocated for this financial year is adequate. Once we award a tender to a contractor, we undertake to pay the first certificate by end of the financial year. There is no way the contractor will have worked and issued two payment certificates."
