    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT Clause 2 be amended by inserting the following new definition in its proper alphabetical sequence:- \"sugar miller\" means a person licensed to operate a sugar mill or a jaggery mill in Kenya for the productionof sugar including refined sugar and other by-products. Mr. Temporary Deputy Chairman, Sir, the reason for the amendment is that there are other December 6, 2006 PARLIAMEANTARY DEBATES 4225 proposed amendments that will require the definition of \"sugar miller\"."
