    "content": "On a point of order, Mr. Temporary Deputy Chairman. I beg to move:- THAT, Clause 10 be amended- (a) in subclause (1) by deleting paragraph (e) and substituting therefor the following new paragraph- \"(e) eight commissioners with knowledge in energy matters appointed by the President and approved by Parliament. (b) in subclause (2)(b) by deleting the word \"fifteen\" and substituting therefor the word \"seven\". I would like His Excellency the President to be allowed to nominate commissioners who will have geographical representation. Mr. Temporary Deputy Chairman, Sir, also in the paragraph (b) of this clause, it is very clear that this Bill must have been drafted by someone who is elderly the reason being he wanted 15 years. You can imagine that somebody leaves university at the age of 25 and he can only become a commissioner if he is over 45 years old and what is happening around the world is that you find that youth need to be put into this Commission."
