    "content": "Mr. Temporary Deputy Chairman, Sir, on behalf of Mr. Moi, I beg to move:- THAT Clause 10 be amended- (i) in paragraph (e) by inserting the words \"in consultation with the private sector\" after the word \"Minister\". (ii) by numbering paragraphs (d) and (e) as (c) and (d). The amendments are found on page 584 of the Order Paper. This is on behalf of the Departmental Committee on Energy, Communications and Public Works. I think it is a matter that has been discussed with the Ministry."
