The capital city of Kenya can be moved at any time from here to Garissa depending on what the country wants. But the Minister can also gazette a place where the headquarters of a particular sector is to be. That is what I am proposing. We should not define it in the Act. That means that it will never be moved unless we bring an amendment to the House!"
