I am of the feeling that there are certain things which should not be enacted into law, for example, where a commission's headquarters should be located. I think that is a matter that will be decided by policy as and when the need arises. So, whether it should be in Nairobi or in the capital city, it is really not for the law. This should be a matter of policy, because anything can happen in Nairobi tomorrow. For example, the AlQaeda may enter here and we decide that now, the headquarters of this commission should go to Southern Sudan, where the oil is coming from. So, we should really leave it to policy. Let us not fix it by law. That is why I am supporting Prof. Olweny."
