    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 27 be amended by inserting the following new subclause immediately after subclause 4- \"the commission shall produce a booklet with requirements needed for energy sector investment.\" The reason why I want this subclause included in this Bill is because we want to encourage investment in this country. An investor will come and know exactly what he needs to be able to abide by the laws of Kenya and be licensed to invest in the energy sector without these things being kept under the desk in the Ministry. So, this will ensure openness and transparency."
