    "content": "Mr. Temporary Deputy Chairman, Sir, these are practices now in most energy commissions all over the world. I would request this House to allow openness by enabling the country to produce a booklet, so that when an investor comes to this country, he will just check whether he has all the requirements needed or not. If the Government objects to license him, it must have reasons for that. So, I would like this to be included in the Bill for clarity of investment in the energy sector in this country."
