    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 5 of the Bill be amended in subsection (1) by inserting the words \"a legal representative of the witness\", immediately after the word \"where\". The rationale is to make it possible for the witness himself or herself to apply to be included in the programme. As the Bill stands right now, the witnesses themselves cannot apply. Somebody has to apply on their behalf. It could be the Attorney-General or another witness. It is to allow the witness to avail themselves of the remedy of witness protection."
