"content": "Mr. Temporary Deputy Chairman, Sir, in as much as I would agree with Ms. Ndung'u that the Committee must have looked at this, this is not the first time that this word \"Minister\" and \"Attorney-General\" are being used interchangeably in the Bill. Clause 3, which Ms. Ndung'u and Committee proposed to amend by introducing--- They wanted to delete the word \"Minister\" and substitute therefor the word \"Attorney-General\" and we have rejected that. It means that it is not just in Clause 35 and 36 that you will have this interchangeability. So, indeed, let us be guided by the legal maxim expresso unius est exclusio ulterious ."
