However, I am also concerned about the proviso, which states:- \"Provided that if for any reason the insurer is unable to pay the claim within the period specified under this subsection, the insurer shall apply to the Commissioner for extension of time, and the Commissioner may grant such an extension of time for a period not exceeding 30 days\". Is the position that, this is without due regard to the claimant?"
