    "content": "Mr. Temporary Deputy Chairman, Sir, I would want to respectfully disagree with the Minister, in that it is very important that we make a provision, specifically, in the parent Act, as opposed to leaving it to the discretion of whoever it is who is going to promulgate the 4048 PARLIAMENTARY DEBATES November 29, 2006 regulations under the Act. Therefore, I beg to support the amendment Ms. Ndung'u has proposed."
