    "content": "Mr. Temporary Deputy Speaker, Sir, while appreciating that the House has in a bi-partisan way passed this very important piece of legislation, I wish to point out that it is sad that the Second and Third Schedules have had to be deleted by the House. It was pointed out by Ms. Ndung'u; after consultations with the technical arm of the Government. I want to urge that, in future, there should be wider consultation with the technical arms of Government before presenting Bills because we could very well, as a House, pass laws which will be very difficult to implement by the same Government. With those few remarks, I beg to support."
