    "content": "Mr. Deputy Speaker, Sir, this Ministry is fond of saying imaginary things when they know they are not ready to implement anything. For the last five years, they have been talking of providing new equipment and technology. They always start with Nairobi. Why can they not start with the rural areas and then come back to Nairobi which has the facilities? In my constituency, those telephone lines are the same and they are always dead. Why do we have to use old generators which have no use when we can use the new technology?"
