"content": "Mr. Deputy Speaker, Sir, I was saying that the former Minister knows what happened because when we advertised in November, 2005, he was aware that we were doing the design review. That is why we advertised. We made the decision when he was there. So, I am saying that he is aware why we went for design review. However, once the design review is carried out and we know the scope of the work that is going to be involved, we will tender on the specifications as given by the consulting engineers after they have done the review."
