    "content": "Mr. Deputy Speaker, Sir, I listened very carefully to the Assistant Minister. The seven projects he has talked about are all meant for two constituencies. There is a constituency called Kitui South which consists of Mutomo Sub-District. Does this Ministry feel no shame in giving an entire constituency a blackout? This is a Government which should be distributing resources equitably. Is this Government not ashamed of giving us a blackout?"
