    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 be amended by deleting the subclause (3) and substituting therefor the following new subclause- \"(3) Except as provided in Section 4(1), this Act shall not apply to- (a) a bank, a financial institution or a mortgage finance company licensed under the Banking Act; (b) a building society registered under the Building Societies Act; or (c) the Kenya Post Office Savings Bank established under the Kenya Post Office Savings Bank Act.\" Mr. Temporary Deputy Chairman, Sir, the rationale for this amendment is basically to have clarity in terms of the institutions that are included within the Bill."
