    "content": "Basically, if you look at the Bill, it talks about 2 per cent of the National Revenue. We feel that is very elastic. This Fund is very clear. At the moment, it is fixed at Kshs2 billion. From reality, from the records we have, it is at Kshs6 billion. So, we thought that we should cap it at and it should be a specific figure. If there is need to revise it, the Minister can always come back to Parliament to seek for approval. So, we are proposing that the ceiling be fixed at Kshs10 billion which we think is quite adequate taking into account that devolved units of Government may also be involved."
