"content": "Mr. Temporary Deputy Speaker, Sir, I am an Electrical Engineer by profession. Therefore, I know that the licences that are available are Grades \"A\", \"B\", \"C\" and \"D\". Normally, when one graduates from a technical institution, the responsibility of the Government is to licence him or her. How is the Ministry renewing licences for those who had been licensed in the past and are working within the industry? We know very well that there is a shortage of contractors right now within the KPLC, and that is why the Rural Electrification Programme is not proceeding."
