    "content": "It is true that we have some districts which have already identified the two schools to be upgraded to centres of excellence. I am aware that in Kirinyanga District, for example, we have two centres of excellence which were identified by a DEB meeting held sometime back. But there is nothing happening to show that there is implementation of this programme. The question is: When will the Ministry implement what it calls \"centres of excellence\" programme, so that it can be seen to be doing something? What is the purpose of talking of establishing centres of excellence if there is nothing happening so far?"
