    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 4 be further amended in sub-clause (2) by deleting all the words after the words “capital project” appearing in paragraph (a). We are saying that a county government may submit a project which may not necessarily satisfy this requirement, but if you look at the county as an entity because of various sources of revenue, they may be able to service the loan. Therefore, we want to amend the clause whereby any project submitted, say by the county, should not be based on the revenue generation of a specific project."
