    "content": "Mr. Speaker, Sir, I am not aware that it is in any Standing Order. If it is, that is not being done. However, I am saying that let us put in law. Some of the Standing Orders cannot allow us to scrutinise some of these Ministries. Therefore, the Budget law the Minister is talking about is already in the House in the form of the Fiscal Management Bill. We are aware that if this Bill is passed, this House will have the power to appropriate money to every Ministry as it deems."
