    "content": "Mr. Speaker, Sir, I want to expound on the issue that Maj. Madoka has raised. We need a clear policy statement from the Government because the CDF is Government money. The committees just implement the CDF programmes on behalf of the Government. Therefore, a situation should not arise where Government officers, who use Government time and resources, should claim allowances from the CDF. Mr. Speaker, Sir, therefore, we would like to have a clear policy statement from the Government as to whether its officers should be paid twice in the form of regular salary earned for working on a particular day and claims from the CDF. It is a contradiction."
