    "content": "Mr. Speaker, Sir, we were told earlier that it is a question of law, so we passed a law. Now, the Minister is saying that it is a question of us waiting until they put the e- Government into place. But I think once they appreciate the measures about Information, Communication and Technology (ICT) and so on--- There is one fundamental thing that the Minister has not addressed: There is a huge bureaucratic system which has been put in place there in order to extract money from pensioners before they are paid. What action is your Ministry going to take to address that issue? Unless that issue is addressed, you will not be able to have reforms in that department."
