"content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to comment on the Energy Bill. First, allow me to give a synopsis of what the Departmental Committee on Energy, Communications and Public Works found out with regard to the overall assessment of the Bill. Basically, the Bill was consistent with the Sessional Paper No.4 of 2005. Some of the objectives in that sessional paper included the creation of the Rural Electrification Authority, the implementation of the Rural Electrification Programme (REP), legislating a new Energy Act and creating a common energy sector regulator. Our Committee found out that the Bill has major weaknesses. First, it is primarily about electricity. There are 52 provisions in the Bill that talk about electricity. There are only 22 provisions on petroleum. The Bill is almost quiet on renewable energy. This has only been addressed in four provisions in the Bill. It is, however, virtually silent on environmental issues. What else did we find missing in this Bill?"
