    "content": "Mr. Temporary Deputy Speaker, Sir, you will realise that if we do not have teachers, we get disadvantaged compared to those schools that have adequate numbers of teachers. We are doing many things that we think will address the problem. One of them is staff balancing. During this month and next month, there is a lot that is taking place in the provinces by way of checking to see which schools have more teachers than they need so that they can be redeployed to schools that are in greater need. This is what we can do for the time being until the financial situation improves. We have approached the Treasury to see if we can expand that ceiling. Until we get that go ahead, unfortunately, we have to bear with the situation and deal with it as things stand. We appreciate that it is a problem and we would like to do something about it."
