    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 12 of the Bill be amended- (a) in sub-clause (1) by deleting the words \"appointed by the Board\" and substituting therefor the words \"recommended by the Board ad appointed by the Minister;\" (b) in sub-clause (5)- (i) by inserting the following new paragraph at the beginning of the clause- (a) a doctorate degree in social sciences; (ii) by renumbering paragraphs (a), (b) and (d) as paragraphs (b), (c) and (d) respectively."
