    "content": "Mr. Temporary Deputy Chairman, Sir, in part (a) of the amendment, we are substituting the word “may” with the word “shall” because we believe that the Commission should not be on a full time basis. However, we have saved the existing Commission under Clause 27 because there are already contractual obligations. But for future commissions like this one, the Commissioners will be part time. So, that is the import of the amendment."
