    "content": "On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to say what he has said when last year we passed the Procurement Bill? The Procurement Act clearly specifies the procedures the Government must use in procuring land, which is also part of property, goods or any services. Single-sourcing can only be used when there is an emergency. Mr. Speaker, Sir, is he in order to mislead the House that you can actually acquire land through an emergency and this is not an emergency?"
