    "content": "Mr. Speaker, Sir, the City Council of Nairobi askaris lock vehicles so that they are not moved. I do not know whether this is what the hon. Member wants us to do in the middle of the road. I think it is only reasonable that we tow vehicles to police stations. If, in the process, they are damaged, the owners can always sue the owners of breakdown vehicles and make them pay the cost of repair."
