    "content": "Mr. Speaker, Sir, the programme is going on well. At the moment, the Ministry has already short-listed six consultants, who are going to bid for the consultancy work. They are expected to return their bids by 26th of this month. Once we select the consultant to do the work, it will take about 18 months. After this, we will enter into an agreement for financing with the World Bank. We will then go to tender and get the contractor to carry out the construction work."
